In a difficult decision for all those involved, the Catholic Diocese of Baker announced today its intention to dissolve the official sponsorship relationship of St. Charles Bend by the Catholic Church.
The Sisters of St. Joseph of Tipton, Ind., founded St. Charles Bend 92 years ago with a mission to serve all patients in need in Central Oregon. Although the hospital became a community nonprofit organization in the 1970s, it has maintained a relationship with the Catholic Church and has continued voluntarily to follow the Catholic Ethical and Religious Directives for Health Care Services.
Recently, hospital administrators and Bishop Robert Vasa of the Diocese of Baker have respectfully disagreed on the meaning of some of those directives. In particular, St. Charles Bend offers patients the service of tubal ligations, a form of permanent female reproductive sterilization, which, according to Vasa, goes against the Church’s teachings.
“It is my responsibility to ensure the hospital is following Catholic principles both in name and in fact,” Vasa said. “It would be misleading for me to allow St. Charles Bend to be acknowledged as Catholic in name while I am certain that some important tenets of the Ethical and Religious Directives are no longer being observed.”
Vasa asked St. Charles Bend in 2007 for an audit of the hospital’s compliance with the Ethical and Religious Directives. The hospital has been transparent about its practices and openly provided the Bishop with the information he requested. Since that time the two parties have had a number of discussions about the future of the hospital as a Catholic institution.
“We are saddened by this decision because of the 92 years of history the St. Charles Bend hospital has had with the Catholic Church,” said James A. Diegel, FACHE, president and CEO of Cascade Health-Care Community, the parent company of St. Charles Bend. “But, we have an obligation to provide comprehensive health care services to our patients while remaining true to our values of compassion and caring for all.”
Jim Diegel said the CHC Board of Directors has every intention of continuing to use the Ethical and Religious Directives as they have been historically interpreted by the hospital and will likely adopt its own version of the ethical directives in the near future. Vasa has encouraged the hospital to stay as close to the Directives as possible in the future.
“St. Charles has gradually moved away from adherence to the requirements of the Church without a clear knowledge that it was doing so,” Vasa said. “Unfortunately, that distance is now too great to sustain a formal sponsorship relationship but I believe that using the Church’s Directives as a basis for their local ethical guidelines is a good idea.”
Vasa and Diegel agreed that for all practical purposes very little will change at St. Charles Bend as a result of this decision.
However, Catholic Mass will no longer be celebrated in the hospital’s chapel and all items considered Catholic will be removed from the hospital and returned to the church. St. Charles Bend’s name will remain the same and the cross will remain on top of the hospital building.
“We are not going to abandon who we are,” Jim Diegel said. “The mission of the hospital, to serve all in a spirit of love and compassion, and the Catholic values the hospital was founded on, will continue to guide St. Charles Bend’s leaders and caregivers.” ""

For the past few months, Jim Diegel has been running from one meeting to the next, talking with employees and trying to get a grasp on his interim position as CEO and president of Cascade Healthcare Community.
Now, he'll have time to get used to the job.
Cascade Healthcare's board of directors voted unanimously Thursday morning to make Diegel the new CEO and president of the nonprofit hospital group, which owns St. Charles Medical Centers in Bend and Redmond.
"I am both humbled and honored that the board would look to me to lead this organization into the future," Diegel, 46, said. "I'm anxious to get started. I'm just energized and feeling very focused at the moment."
Diegel will replace former CEO Jim Hobbs, who resigned in late February after months of turmoil. During Hobbs' 18-month tenure, the hospital faced two investigations by state agencies and strained relations with its nurses.
When Hobbs took a leave of absence that started at the end of January, Diegel was named acting CEO.
"Jim's got great experience in the region. He has demonstrated, over the years, his ability to carry the organization," said Spike Biggers, Cascade Healthcare board member. "He's also continued that demonstration during the interim period from the time that Jim Hobbs left."
The board has spent time meeting with physicians, nurses and other stakeholders to determine what the community wanted in a new CEO, Biggers said. They found that critical CEO qualities include someone with strong interpersonal skills, the ability to unite the caregivers of the health care community and someone with the highest level of integrity, according to a prepared statement.
Along with naming Diegel CEO, the board announced it will create a new position of executive vice president to run internal operations and be responsible for financial performance. The board will conduct a national search to fill that position.
"Our organization is getting bigger," said Jim Lussier, board member, president emeritus and former CEO of Cascade Healthcare. "When I was CEO it was very difficult sometimes to choose among the top priorities that command the CEO. I think this is a logical step."
"I think Jim will bring a lot of stability to our organization," Lussier said. "He's dedicated to health care in Oregon and has good insight to what's needed in health care in our region."
As CEO, Diegel's role will be to focus on the hospital group's relationship with the community and a strategic direction of the company's future.
"I will be focusing on the vision of the organization, short- and long-range goals, communicating the vision of the organization and expanding the relationships," Diegel said. "I'm the Cascade Healthcare Community corporate face to the community and to all of our constituents."
Jim Diegel has worked in Central Oregon since 1994, when he was hired as CEO of Central Oregon District Hospital in Redmond. When that hospital and St. Charles Medical Center merged in 2001, they formed Cascade Healthcare Community. Diegel continued to run the Redmond facility until last year, when Hobbs reorganized the management and brought Diegel to the Bend campus.
Before moving to Redmond, Diegel worked as administrator for Columbia Basin Hospital in Ephrata, Wash. He has an undergraduate degree in biochemistry from Michigan State University and has spent time working as a laboratory phlebotomist drawing blood, an emergency room technician and a pharmacy technician.
He has a master's degree in health services administration from St. Mary's College in San Jose, Calif., and completed a residency and fellowship at Eisenhower Medical Center in Rancho Mirage, Calif., in 1988.
During his time in Central Oregon, Diegel has served on many community boards and is still a member of the Redmond School Board, the Deschutes County Fair & Expo Center Board and the Deschutes County Public Health Advisory Board.
Being well known in the community, Biggers said, and understanding the health care needs of Central Oregon will help Diegel in the job.
"He's done such a fabulous job standing in," said Shelley Lewis-Leander, an emergency room nurse and St. Charles-Bend union representative to the Oregon Nurses Association. "He's a great choice." ""

"I will be focusing on the vision of the organization, short- and long-range goals, communicating the vision of the organization and expanding the relationships," Diegel said. "I'm the Cascade Healthcare Community corporate face to the community and to all of our constituents."
Jim Diegel has worked in Central Oregon since 1994, when he was hired as CEO of Central Oregon District Hospital in Redmond. When that hospital and St. Charles Medical Center merged in 2001, they formed Cascade Healthcare Community. Diegel continued to run the Redmond facility until last year, when Hobbs reorganized the management and brought Diegel to the Bend campus.
Before moving to Redmond, Diegel worked as administrator for Columbia Basin Hospital in Ephrata, Wash. He has an undergraduate degree in biochemistry from Michigan State University and has spent time working as a laboratory phlebotomist drawing blood, an emergency room technician and a pharmacy technician.
He has a master's degree in health services administration from St. Mary's College in San Jose, Calif., and completed a residency and fellowship at Eisenhower Medical Center in Rancho Mirage, Calif., in 1988.
During his time in Central Oregon, Diegel has served on many community boards and is still a member of the Redmond School Board, the Deschutes County Fair & Expo Center Board and the Deschutes County Public Health Advisory Board.
Being well known in the community, Biggers said, and understanding the health care needs of Central Oregon will help Diegel in the job.
